Francis Rooney is the U.S. Representative for Florida’s 19th Congressional District. He serves on the Committee on Education and the Workforce, Foreign Affairs and Joint Economic Committees, and is the Vice-Chairman of the Foreign Affairs Committee.

From 2005 through 2008, Ambassador Rooney served as the United States Ambassador to the Holy See, appointed by President George W. Bush, and from 2005 through 2016 served on the Advisory Board of the Administration of the Panama Canal. He served on the board of the Young Presidents’ Organization from 1991 through 1999 and as the International President in 1997-1998. Prior to election, he was a member of the board of the Rooney Center for the Study of American Democracy at the University of Notre Dame and a trustee of the Center for the Study of the Presidency and Congress. He is currently a member of The Inter-American Dialogue and The Council of American Ambassadors.

Rooney is the sponsor of the Commission to Verify Iranian Nuclear Compliance Act (H.R.3810). The bipartisan legislation introduced with Rep. Gerald Connolly (D-10th/VA) would establish a Congressional-Executive commission with bipartisan-appointed staff to oversee implementation of the JCPOA.  The legislation is modeled after the Helsenki Commission and if passed will communicate to our allies that the U.S. is resolved in seeing full compliance of the agreement.  

Rooney graduated from Georgetown University in 1975 and Georgetown University Law Center in 1978. He is a former member of the Texas and District of Columbia Bars.
